We have the honor to refer Your Excellency to the annexed Extracts of the Survey that has been taken of the Hotel of the United States at the Hague—
The Repairs pointed out are so indispensable, and the Propriety of their being effected before the Winter sets in so evident; That we should have judged ourselves authorized to incur the necessary Expence immediately, Was it not contrary to our strict system of avoiding every possible Responsibility, Which induces us to request Your Excellency’s Concurrence, to our ordering the Repairs and Cleanings required to render tenantable the Hotel of the United States at the Hague—
