I send a plan for carrying street communication through Reservation Seventeen, with a view to planting the ground, the object being to get as large bodies of planting as practicable without too much interrupting passage. It would cost little to plant the ground. There is no probability that Congress will want to make another small park for recreation for the vicinity of Capitol Hill for a long time to come. To leave the openings suggested for streets and plant all the rest of the ground with young stock would be a comparatively inexpensive operation. It would have considerable sanitary value, and if at any time it should be thought to give a park treatment to any part of the ground all desirable openings could be readily cleared.

I think of coming to Washington again the last of next week. If you are not likely to be at home, please let me know.
