The enclosed Reports of the Superintending Engineer and of the Draining Engineer comprise detailed statements of the progress of the work during the year 1859 in all respects except that of planting, statistics of which, so far as practicable to be published, have already been published.

The chief duty of the Park Keepers is by timely instruction, caution and warning to prevent disorderly & unseemly practices upon the Park, and thus as far as practicable to avoid occasions for arrests.
Two Hundred and twenty-eight arrests were made during the year 1859 for causes as follows:
